PURPOSE OF JOB

The Junior Human Resources Manager South-Africa guides and manages the overall provision of Human Resources services, policies, and programs for the entire company in South Africa within the legal framework under the guidance of the Regional HR Manager Sub Saharan Africa.  Responsibility with regards to discipline, training, talent and performance management and recruiting.  Administratively very demanding to ensure accurate information is correct and updated due to the legal nature of the dept.   

KEY PERFORMANCE AREAS 

HR Operations

  • Establish, plan and implement day-to-day HR strategy based on established company strategy.
  • Establish and implement short- and long-term HR objectives.
  • Manage day-to-day operations based on established annual HR strategy.
  • Ensure the Company is legally defensible in line with the South African Legal framework.
  • Ensure accurate and timeous reporting of Employment Equity reports and Skills Development reports as per legislation.
  • Establish and maintain specific HR Policies and Procedures within the legal framework.
  • Establish Job/Grading and Salary banding structures.
  • Ensure employees job titles, job descriptions, grades, rates of remuneration are current, fair and consistently applied.
  • Facilitate the two-way flow of communication by disseminating information from management to staff and vice versa, where possible.
  • Manage staff reporting to you in line with company procedures.
  • Ensure that all HR documentation and information is accurate and up to date at all times (HR database and employee personnel files).
  • Ensuring updated and accurate personnel records on Sage database for the extraction of relevant reports.
  • Liaising with Neasa the medical aid society, provident fund, WCA and department of labour (UIF).
  • Represent the company at CCMA hearings.
  • Implement and assist management with the Performance Management of their staff and maintain all related documentation.
  • Assist management with managing the company/union relationship.
  • Assist management with any people related problems.
  • Responsible for employee safety, welfare, wellness and health.
  • Provide a confidential counselling service and assist staff, by listening to problems and by actioning/giving advise, where possible.
  • Advise Management Team-members and line management on issues like organization structure, organizational development, staffing or leadership issues. 

Training & Development

  • Ensure training is carried out according to procedure and the Skills Dev legislation.
  • Establish annual Training Needs Analysis through the annual evaluation procedure.
  • Ensure cost effective use of training funds.
  • Conduct and maintain a skills audit to determine critical staffing plans to assist with succession planning.
  • Assist management with career development plans.
  • Ensure effective, fair, consistent and proactive recruiting according to procedure.
  • Assist management with implementing and maintaining succession planning.
  • Ensure new staff is effectively and timeously inducted into the Company according to procedure.
  • Negotiate and manage labour broker and recruitment company relationships in a cost-effective manner.
  • Assist Managers with 1st interviews.
  • Initiate new contracts of employment.

Payroll Administration

  • Ensuring the processing of month end payroll and loading of payments with regards to the relevant branches.
  • Ensuring the completion of all month end returns (PAYE, UIF, Provident fund etc), with regards to the relevant branches.
  • Ensuring that all leave forms, from all relevant branches are processed and leave levels are monitored.
  • Ensuring that all biometric clocking information is collated and overtime levels are monitored.

Policy & Procedures

  • Take full responsibility for the Company HR Policy and Procedures.
  • Keep abreast with South African legislation to ensure that policies and procedures reflects legal changes.

Budgeting

  • Responsible for submitting the salary budget annually and other information as required by the relevant branches.
  • Investigate market salaries on an annual basis for input to the annual increases process.

Shared Services MEA

  • As a member of the Senior HR team, you work with other members in support of the People agenda for De Heus.
  • In collaboration with the global HRIS team: Set-up, own and drive the regional HRIS transformation. Consisting of the implementation of the global HRIS platform, implementation of global Job Grading framework and HR process management.
  • Based on an understanding of the learning & development needs across the region and in collaboration with the responsible Regional HR Manager: own and deliver support to the regional L&D agenda together with the teams in the local BU’s.
  • Working closely with the BU HR Business Partners of the region on the best solutions for the company in terms of HR process and general HR service delivery at the BU level
  • Across the region, accountable for a seamless delivery of local HR Operations services like HR administration and Payroll are delivered in terms of timeliness, quality, budget, experience and compliance
  • Pro-active advice and support key stakeholders (HR Business Partners and Finance) in a cost-effective and efficient way to positively impact on customer effectiveness, efficiency and trust.
  • Supporting the adoption of Global HR systems and processes in line with expectations in terms of quality, experience, efficiency and timelines.
  • Provide guidance & support across the region to all entities on HR services related to e.g. payroll, tax etc. in collaboration with interfacing functions.
  • Gathering feedback on all HR processes from key stakeholders, to identify priorities for improvement, leading and participating in process improvement initiatives also as relating to new labor law and policies
  • Managing dashboards and reporting, documents, workflows and work procedures
  • Accountable for employee benefits processes such as enrollment of employees, eligibility checks, calculations and payments to providers
  • Manage and track time & attendance, expense management and leave administration according to legal and system requirements

Knowledge, Qualifications & Experience

  • Matric (Grade 12 Certificate)
  • HR Diploma/Degree
  • Possession of a valid Code 08/EB drivers license
  • At least 5 years HR Management experience.
  • Advanced Knowledge of Ms-Word and Ms-Excel.
  • Working knowledge of VIP Personnel Payroll System essential.
  • Working knowledge of current Labour legislation, Skills Development, Employment Equity and BEE legislation essential.
  • Working knowledge of international quality systems (preferable).
  • Ability to reconcile for budgetary purposes.
  • Salary Processing experience.
  • Experience with leading (project) teams.
  • You are an enthusiastic team-player that motivates the HR teams towards delivering the desired result.
  • You are able to leverage your communication and networking skills to build relationships internally & externally.
  • Knowledge of HR processes and HRIS/payroll platforms.
  • You are fluent in English
  • Working knowledge of MS Excel, MS Word, Sage Payroll System
